Would like the ability to set tax region by City name...maybe in combination with the zip code.

The problem is sometimes adjoining cities share a zip code, but because they are different cities they have different tax rates. The current zip code region type will apply the tax rate of the Region Name it finds alphabetically A to Z first. Which means that the city with a lower sort value (B vs A) will never get the correct tax applied. (Currently, setting a numerical sort order to the Region won't fix the issue, it just reverses the issue)
