Creating a Payment Link Stock Error and Customer can add Phantom Items

When creating an order in the back end if the product goes out of stock because they are purchasing them all, they can not follow up on the payment link because they are out of stock.
Also customers are able to duplicate orders with phantom items added to the cart.

Jonathan Strauss we used to remote cart years ago (that was our primary Cart.com/Americommerce usage) and used only phantom items. The best way we found to keep this from happening was to edit the theme to remove access on the customer facing portal to duplicate orders. I know it's not a perfect fix, but it does keep customers from duplicating orders for products using pricing from 8 years ago (which is what kept happening to us).
