Ensure Commerical Shipping Service Tiers are always Ascending

Depending on where the calculated rates come from the UPS rating API is all over the place especially with 2nd Day Air, it shows a lower price than Ground (And this has happened on other shipping platforms) there should be a way to enforce the shipping service tiers do not violate the ascending service order.

We always want our shipping rates to sort cheapest to most expensive. Our negotiated rates with UPS make it so there are actually weight/dimension combinations that are cheaper for us to send UPS 2nd Day Air rather than UPS Ground. At first glance that made us scratch our heads, but our UPS rep was able to negotiate rates competitive to USPS Priority for 2nd Day Air in certain weight/dimensions ranges, which ends up making those particular shipments less expensive via 2nd Day Air than UPS Ground.
However, if you want to force your shipping options to sort in a specific order, you can do this from the Settings > Shipping > General page, under "Shipping Service Settings":
