There are many locations where email templates are set across store settings. Some settings are located in places where they affect more than just what is implied by their setting location. Specifically, the one that got me was the Company Assocations email. I assumed that the email setting there only affected order approvals. But it causes ALL emails to be sent to associated parents, instead of single recipients. Settings like this should be located with all other email settings. Not under the order approval tab.
